Digital Social Protection to Expand Nationwide Without Leaving Anyone Behind

Swan.my.id - Jakarta, the government will expand digital social protection nationwide while ensuring that people who face difficulties accessing technology are not left behind.

Minister of Administrative and Bureaucratic Reform Rini Widyantini emphasized that the transformation must allow people to follow the entire process, from registration and verification to receiving benefits. She said digital systems often raise a fundamental concern: how to protect groups with limited access to information technology.

To address that concern, the government is developing a system based on the concepts of digital by design and digital by justice. The approach is intended to ensure that technology and algorithm-based decisions remain fair, transparent, and do not disadvantage communities that struggle to access digital services.

Digital Social Protection Must Remain Fair

“My concern is the sustainability of this program. It must not only be built based on digital by design, but also digital by justice,” Rini said in a written statement on Friday, September 11, 2026.

Rini also said she would oversee the simplification of business processes and the integration of services. The effort aims to make public services easier to use by reducing manual procedures, repeated data entry, and disconnected systems.

“We must ensure that all ministries move together. Through digital justice, we are ensuring that no one’s rights are left behind,” she said.

Government Plans a National Social Protection Movement

Meanwhile, DEN Chairman Luhut said the government would launch a National Social Protection Movement. The initiative is expected to help coordinate implementation and build public awareness of social protection programs.

The Indonesian Military, National Police, and local governments will be expected to cooperate in expanding the reach of social protection programs. Provincial governments will also have a stronger role in applying the program across all regencies and cities within their respective regions.

That role includes preparing business processes, human resources, service channels, assistance mechanisms, and procedures for resolving implementation problems. These elements are considered important to ensure that digital transformation works beyond the central government level.

Benefits to Be Transferred Directly to Recipients

Luhut said the government would also make it easier for people to open bank accounts. Once the accounts are available, assistance will be transferred directly to recipients.

“We will also make it easier for people to open bank accounts, and the assistance will be transferred directly to the recipient’s account. This can help prevent corrupt practices,” Luhut said.

The planned integration places accessibility and fairness at the center of digital social protection. While technology is expected to simplify services, the government has stressed that digital systems must remain inclusive for people who require assistance during the process.

With cooperation between ministries, regional governments, security institutions, and service providers, the government aims to build a more connected protection system. The success of the expansion will depend on whether people can access the services, understand the process, and receive their benefits without unnecessary barriers.
